2024 Holiday Trash Pick-Up Schedule Update

Since the next two Wednesday morning trash pick-up dates fall on Christmas and New Years Day, Disposal Services has moved our pick-up days to Thursday for those two weeks (12/26/2024 and  1/2/2025.  Please put your trash and recycling out after dark the night before those new pick-up days.

Addendum to GWCC By-Laws Approved on April 28, 2024

The following changes were voted on and approved at the last GWCC board meeting:

  1.  Amend Article V, Section 3: The maximum annual assessment shall be $500.00 per lot. It is due May 1st – after June 1st a late fee of $50.00 will be assessed. Article V, Section 5 still applies.

  2. Amend Article IX, Section 1: The Board itself shall act as the Architectural Committee. No separate entity needs to be created.

  3. Amend Article X, Section 1: The annual meeting of the members shall be held during the spring (March 20 – June 20) each year.

  4. New Article XVII: Parking – There is no permanent parking on the shoulders of the roads within the community. If it is found that an owner or resident is using the shoulders of the roads as a permanent parking place, the board has at their discretion, the right to tow offending vehicle(s).

Annual Meeting: This year we hosted a formal meeting on Sunday 28 April at 4pm at Mr. Jeff Garner’s home, 13876 Napa Drive. 

Board Elections: Please remember that the board is totally voluntary. Anyone that would like to volunteer to serve on the board should contact a current board member as soon as possible.

Snow Removal: We again contracted snow removal services and treatment with Proper Snow Removal, LLC during this past winter and have always been pleased with the services and responsiveness that they provide. This past winter we have spent $7,202.50 on snow services from a weather event that happened during the third week of January.

Tree Services: We again plan to contract with a tree service company to trim overhanging branches along the shoulders of our roads. We paid a total of $9,500.00 for this service last year so we expect to spend about the same this year. As a reminder, every homeowner is responsible for removing fallen trees and debris from the side of the roads and back beyond their ditch lines. Spring is also time for clearing drainage ditches and driveway culverts. Please make certain that your ditches and culverts allow for water to run freely to help prevent erosion of the road and shoulders.

Road Repairs and Maintenance: We spent $4,800.00 during the year on required patch work that had to be completed prior to the re-chip and tar pavement operation. We contacted American Paving and informed them that we were not happy with the previous year’s extensive chip and tar operation. We noticed a large amount of chips had not stuck very well to the tar that they used previously. They came out and inspected our roads and agreed to re-chip and tar our entire roads for a minimal amount of $22,500.00. Currently our roads are in pretty good shape for at least another year or so.

There are also properties, due to clogged culverts or improper drainage issues, that are flooding the road with mud, dirt and water continually damaging our roads and shoulders. We will be contacting those homeowners to properly fix the problems in the near future.

Speed Limit Signs: We have speed limit signs posted at both entry/exit areas. The speed limit within our community is 25 mph, like all other residential areas. We have many people and their pets out walking within the HOA so let’s all slow down for them and for all of our family’s safety.

Annual HOA Assessments: The 2024 annual assessments of $500.00 is due on 1 May 2024 and considered late if not paid within 30 days of that date (1 June 2024). If your account is “current” and you require additional time beyond 1 June, 2024, contact a GWCC Board member to request an extension.

It is important to make sure your annual dues are up to date. If not, we are notifying you that all past due accounts will be turned over to a company that GWCC has contracted with, that specializes in debt collection. Additionally, there are attorney and $50 late fee, etc., that will be added each year to your past assessment dues. Additionally, we are in the process of placing liens on properties that owe GWCC assessments thru legal counsel and the county courthouse.

Trash Service: Currently, Disposal Services LLC (703 670-6952) is the only approved trash service company allowed to operate within our GWCC area. If you see any other service companies in our GWCC area, please inform a board member as soon as possible.

Dog Issues: For the most part pet owners are keeping their dogs on leashes and cleaning up after them during their walks thru the area. However, there have been a few complaints concerning picking up after your pet, especially in other home owners yards or along the ditch areas. We ask pet owners to do their part and control and pick up after their pets. Thank You.

Lastly: We encourage all homeowners to bring to the attention of the Board any and all issues they may have concerning anything within our HOA area.  Thank you all for being great neighbors and have a great 2024.

Annual Meeting:
This year we will be hosting a formal meeting on Sunday 7 May at 4pm at Mr. Jeff Garner’s home, 13876 Napa Drive. We ask that as many of you as possible attend. Since the meeting will be held outside please bring a lawn chair with you.  In case of bad weather meeting will be inside of garage.
 
Board Elections:
Your 2023 ballot is enclosed. Please remember that the board is totally voluntary. Anyone that would like to volunteer to serve on the board should contact a current board member as soon as possible. At this time, the current board, has agreed to serve for another year.
 
Please submit your 2023 ballot either with your payment to Mr. Jim Huisenga (GWCC Treasurer) or to Mr. Mark Bonner, 13779 Coronado Ct, NLT Thursday 1 June 2023.

Currently our roads are in pretty good shape for at least another year or so. There are also properties, due to clogged culverts or improper drainage issues that are flooding the road with mud, dirt and water continually damaging our roads and shoulders. We will be contacting those homeowners to properly fix the problems in the near future.

HOA Sign:
Due to the determinations of the previous sign (Gaila Woods) posted at the entry off Token Valley Road we spent over $964.00 on a new replacement sign to include installation that was completed in October.

GAILA WOODS residents – Beware of paving company. Pave Builders has come into the neighborhood soliciting paving projects. There is no indication that this company is licensed to perform this work. They are subcontracting the work out to another company. Even if subcontracting work out, Pave Builders still needs a contractor license. Virginia law requires paving companies to be licensed for work over $1,000. Be aware that you may get a great price but you may not get any promised warranty. Things to consider: don’t pay in cash, even if they offer a discount, don’t make payments out to anyone other than the licensed contractor name on the Contract. Companies will tell you they are licensed and insured. Be sure they do not provide you with a business license and/or State Corporation Commission registration number as their license number. A legitimate licensed company will have a license number that is 10-digits in length and their license will have The Department of Professional and Occupational Regulation on it. Request to see a copy of their DPOR license. You can research this company or other companies 24/7 at www.dpor.virginia.gov. – License Look up.

 

Burning Leaves

The falling leaves season is upon us, and we have had a few neighbors approach us about the county ordinance on burning leaves.   We checked with the fire marshal who told us that the burning of leaves is strictly prohibited in Prince William County.  He said that the only way that it was allowed was with an open burn permit.  The only thing allowable other than a BBQ is a recreational fire that can only consist of wood.

Towing

If during the paving project you leave your car parked on the shoulder, road or court of any of the Gaila Woods roads you will be towed at your expense.

Paving Work Delayed

Due to weather – the tar & chip work in Gaila Woods will be pushed forward one day.  The new schedule is Thursday (9/8) and Friday (9/9).

Road Paving Happening This Week

Gaila Woods Community Council (GWCC, INC.) has completed road repairs and cutting back of trees and brush. We will resurface our community roads with tar and chip commencing September 7-8, 2022. Depending on weather.

During this time, we need to remind everyone that no parking is allowed on our streets, and we need to drive carefully for the week preceding the tar and chip application to allow our roads to cure correctly.

As a reminder to all GWCC, Inc members, no parking is allowed on our roads at any time except for same day events, IE family visits, picnics, and the like. No vehicles are allowed to
continually be parked on our roads and cul-de-sacs especially our shoulders due to damage this can cause.

Vehicles will be towed at the homeowner’s expense that interfere with our road work. This also applies to plow access for snow removal.

Remember, if you ride motorcycles, you should be prepared for the loose gravel conditions
